Start with the idea
Check the whole system’s authorization boundary.
List every service and data flow in the proposed system. Evidence for one cloud service does not automatically cover another service or your application. Approval belongs to the responsible authority.
ATO: Authority to Operate: an authorization decision for a defined system and scope.

A made-up teaching example
Harbor Notes uses infrastructure, a separate model API and separate logging. The infrastructure’s listing cannot authorize the other services or the whole app. The operational data and agency decision remain unresolved.
Ask yourself
Does an infrastructure listing approve all connected services?
Show the explanation
No. Review each exact service, configuration and data requirement. Passing a classroom mock does not issue authorization.
Start with these checks
- Include every service and flow.
- Check the exact offered service and configuration.
- Leave unresolved approval questions visible.
Use the different practice case below and check every requirement in its full instructions.

Lesson preparation and outcomes
Prerequisites: System/data-flow diagrams; prior risk-management lesson.
By the end, you can: Distinguish cloud offering evidence from agency system authorization and exact boundary.
Worked scenario and practice feedback
Harbor Notes uses infrastructure, a separate model API and separate logging. The infrastructure entry cannot authorize the other services or your app. Operational data category and responsible agency decision remain unresolved even if the classroom mock passes.
Guided and independent practice: Keep the Harbor Notes drill below. Independently add a connector and identify changed boundary, inherited controls and review questions before accepting vendor claims.
Answer criteria: All separate services/flows included; unknown evidence remains unknown; exact service/config/data requirements checked; human authorization reserved to responsible official. If the local pack or interpreter is unavailable, trace the synthetic input, expected output and failure guard on paper; label execution unverified. Required practice uses no paid API calls, accounts, purchase, operational data or actual deployment.
What you will be able to do
- Distinguish a cloud service’s FedRAMP evidence from an agency’s authorization decision.
- Identify the exact AI service, data flow and authorization boundary before selecting a host.
- Produce a synthetic evidence record with a named decision owner and unresolved questions.
This is public self-study orientation. It does not authorize a system, approve a tool or establish compliance. Use synthetic information only.
Part 1 Authorization belongs to a defined system and decision owner.
An Authorizing Official (AO) decides whether the risk of operating a system is acceptable. NIST’s Risk Management Framework has seven steps: Prepare, Categorize, Select, Implement, Assess, Authorize and Monitor. Security assessment evidence informs the decision; engineers and assessors do not grant authority merely by producing a report. Actual review time depends on the boundary, evidence, agency and risks. This course makes no fixed ATO timeline promise.
Part 2 FedRAMP covers service offerings, not just infrastructure.
FedRAMP scope includes applicable infrastructure, platform and software cloud services that handle federal information, subject to exclusions. An AI SaaS or API offering can therefore fall within scope. The agency determines applicability for its use case. A provider’s company name or an underlying cloud authorization does not establish that a particular AI feature is included.
Reusable FedRAMP evidence supports an agency decision; it does not automatically authorize your application. Identify the specific offering, boundary, impact level, configuration, inherited controls and customer responsibilities. The agency remains responsible for authorizing its use and addressing system-specific risks.
Part 3 Check the service and data requirements before the brand.
“Commercial cloud” and “government cloud” are insufficient approval tests. Do not infer suitability for CUI or DoD workloads from a product name. Check current agency requirements, the exact authorized service and region, the data category, applicable DoD cloud impact-level requirements, and any conditions imposed by the responsible officials. A cloud may host both included and excluded services. A model, connector or logging destination can change the boundary.
For classified work, follow the organization’s approved environments and information-handling rules. Never use a public classroom tool to test with classified, controlled or operational data.
Part 4 Continuous monitoring is evidence, not a blanket change permission.
Configuration baselines, applicable STIGs, scanning and control evidence support system assurance. A scan passing does not prove that all controls are implemented. Document exceptions and evidence for the responsible assessor. OSCAL can represent control information in structured formats; it does not independently validate a claim.
Continuous authorization approaches require approved change boundaries, monitoring, assessment and decision authority. Do not assume that every model update is permitted. Record what changed, affected data flows, evaluation results, rollback criteria and whether the responsible official requires a new review. There is no supported percentage estimate here for the operations effort.
