Start with the idea

Reopen permissions when a project expands from drafting to acting.

Tests support the behavior they covered. Adding an action creates new questions about permission, recipients and repeated effects. Keep the existing safe scope while those questions are resolved.

Scope change: A change in the data, actions or conditions the system is expected to handle.

A made-up teaching example

ORION passes source tests and restoration. Expansion adds email sending. The old tests do not establish authorized recipients or permission to send.

Ask yourself

Do successful drafting tests authorize a new sending tool?

Show the explanation

No. Keep drafting read-only. Add action-specific tests and route sending authority separately.

Start with these checks

  • Link claims to versioned evidence.
  • Retest the changed scope.
  • Do not call a classroom review an ATO.

Use the different practice case below and check every requirement in its full instructions.

Prerequisites: distinguish generated output from source evidence; review the AI workflow reference. Public self-study is not official agency training, accreditation or a credential.

What you will be able to do

This lesson develops the ability to integrate mission, authorization, risk, test, acquisition, and operations evidence. The setting is ORION Service Navigator, a fictional public-benefits information service using public guidance and wholly synthetic constituent questions; it never determines eligibility or takes an action on a person. Every person, organization, system record, metric, and outcome in the case is fictional. Do not replace the case with operational, classified, CUI, export-controlled, proprietary, employer-confidential, or third-party personal information.

By the end of the lesson, you will be able to:

  • Demonstrate how to integrate mission, authorization, risk, test, acquisition, and operations evidence.
  • Apply that model to the synthetic ORION Service Navigator environment.
  • Produce a reviewable artifact that separates evidence, assumption, uncertainty, and authority.
  • Recognize the critical failure and select a safe remediation path.

The performance standard is not confident language. It is a traceable decision, an artifact another qualified reviewer can inspect, a clear boundary around the learner’s authority, and a safe response to uncertainty. Knowledge checks are formative and do not award a certification or endorsement.

Module capstone. This lesson pulls together every skill in the module. Budget real time for it.

This curriculum runs self-study on VetsLearn. Where the text calls for an instructor, peer or formal review, use the stated acceptance criteria for self-review. Reflection questions support reflection; they do not replace independent assessment. A peer review is optional unless your actual organization requires it.

Part 1 Traceable capstone defense

Join mission need to information category, boundary, permissions, controls, tests, results, risk and owner. Each consequential claim needs evidence. Keep the package synthetic and explicitly incomplete for real deployment. Test assumption changes: a new model reopens behavior; remote embeddings change data paths; eligibility recommendations change consequence/authority; new user roles change access. Preserve evidence that remains applicable while marking stale results.

Assemble and challenge a traceability chain

Create record IDs: mission M1; information inventory D1; boundary B1; permission policy P1; control C1; test T1; result R1; residual risk K1; decision request A1. Link them rather than merely placing documents in a folder.

Synthetic chain: M1 is public notice drafting; D1 contains invented source notices; B1 is local read-only retrieval; P1 forbids external action; C1 filters the index by role; T1 attempts cross-role retrieval; R1 records denial; K1 says real-scale performance is not demonstrated; A1 requests permission to continue the synthetic exercise, not operational acceptance.

Board inject: an email tool is proposed. B1/P1 no longer describe the proposed configuration. Add recipients, sending credentials, confirmation, duplicate-send prevention and recovery tests. T1 remains useful for retrieval access, but says nothing about sending. A1 must name the official who can decide action authority; a learner cannot appoint themselves.

Second inject: the public notice service begins ranking applicants. Reopen consequence and applicability analysis even if the same weights and UI remain. Keep the ranking function outside this classroom service.

Feedback: a strong defense says exactly what an artifact proves, what it does not prove and which decision reopens. It does not discard all past evidence or carry it all forward blindly.

Part 2 Synthetic worked example

ORION passes twenty source fixtures and restoration. Expansion adds an email tool. Neither test establishes authorized recipients or sending. Keep drafting read-only, add recipient/permission/idempotency tests and route action authority separately. Strong prior scores do not erase the gap.

Guided practice: identify the unsupported conclusion, name missing evidence and rewrite with its scope intact. Change one assumption and identify which decision reopens.

Part 3 Feedback and repair

Pass when claims have versioned artifacts, injects reopen the right decisions and no classroom ATO is asserted. Averages do not cancel a critical failure.

Keep failed evidence beside the repair. Explain the criterion, correct the artifact and test a different invented case.

Next step: carry your versioned artifact and failures into the next federal lesson; the capstone returns to these records. Check live policy and authorization with current official sources and responsible owners.
