Start with the idea

Tie each risk to a particular feature and consequence.

Separate answering a question from making a decision about a person. Name possible harm, a tested control and the responsible owner. Source accuracy alone does not establish decision authority.

Risk control: A measure intended to prevent, limit or detect a particular harm.

A made-up teaching example

The training service answers benefit questions from public sources. A proposed eligibility feature changes both consequences and authority questions. Keep that decision outside the classroom service and use a human referral.

Ask yourself

Does correct citation automatically authorize an eligibility decision?

Show the explanation

No. Live policy applicability and authority need current evidence and responsible review.

Start with these checks

  • Name the feature and harmful error.
  • Connect controls to actual tests.
  • Keep official decisions with authorized people.

Connect risk to controls and authority. Build a judgment you can explain and a result another reader can inspect.

Prerequisites: know the difference between generated text and source evidence. For configuration vocabulary, use the AI workflow reference. This is public self-study, not official government training, accreditation, a clearance or a professional credential.

Observable outcomes: Connect harms to tested controls, residual risk and decision owners; write a risk brief that preserves current-policy uncertainty.

Part 1 Connect risk to controls and authority

NIST AI RMF organizes risk work through GOVERN, MAP, MEASURE and MANAGE: establish responsibilities; understand context and affected people; assess behavior and uncertainty; respond and monitor. It is a risk framework, not a certification or an ATO. Federal requirements also depend on applicable current policy, agency implementation, system and mission. Do not infer compliance from framework familiarity.

OMB M-25-21, issued April 3, 2025, replaced M-24-10 and sets governance and safeguards for covered federal AI use. This historical document is not a guarantee that no newer direction applies. For live work, verify current OMB and agency sources, coverage, exceptions and role-specific authority with the responsible officials. A consequence screen should examine whether outputs influence rights, benefits, safety or other significant decisions.

Controls must fit the harm: source checking for factual claims, read-only permissions for draft work, qualified human review for consequential recommendations, access filtering for retrieval, and manual fallback for outage. Record evidence, residual risk, owner and review trigger rather than announcing that risk is eliminated.

Part 2 Synthetic worked example

Synthetic service answers public benefit questions and proposes eligibility decisions. The information function needs source and currency tests. The eligibility function raises a different consequence and authority question; it remains outside this classroom service. The leader separates functions, uses a manual referral and routes live policy applicability to authorized officials.

Guided practice: write the tempting conclusion first, then underline the fact that does not support it. Rewrite the conclusion with that limitation visible. Identify one additional observation that would change the decision.

Next step: carry your artifact into resource planning in lesson 05; retain assumptions and unanswered questions.

Sources: NIST AI RMF and OMB M-25-21, consulted 2026-10-02. The cited memo establishes its issuance and replacement of M-24-10; check for superseding direction before operational use.
