Start with the idea

Estimate workflow demand without treating the estimate as spending approval.

Show volume, units and assumptions. Count review labor and repeated calls. Resource quantities do not tell you which funds may be used or who may commit them.

Fiscal authority: The legitimate authority to make a funding or spending decision under applicable rules.

A made-up teaching example

One thousand summaries need two minutes of review each: about 33.3 hours. Three calls per summary means 3,000 calls before retries. These are invented planning quantities, not a bill.

Ask yourself

Does calculating demand decide which appropriation may fund the activity?

Show the explanation

No. Keep planning separate from the authorized funding decision. Recalculate when volume or retry assumptions change.

Start with these checks

  • Show review and retry assumptions.
  • Keep units visible.
  • Do not treat estimates as authorization or guaranteed prices.

Estimate lifecycle work without authorizing spending. Build a judgment you can explain and a result another reader can inspect.

Prerequisites: know the difference between generated text and source evidence. For configuration vocabulary, use the AI workflow reference. This is public self-study, not official government training, accreditation, a clearance or a professional credential.

Observable outcomes: Calculate calls and review hours with explicit units and retry assumptions; distinguish planning quantities from fiscal obligation authority.

Part 1 Estimate lifecycle work without authorizing spending

Separate development, deployment and sustainment activities before discussing funding. A notional cost model includes data preparation, integration, inference or hardware, staff review, evaluation, security, privacy, accessibility, support, backup, incidents and exit. Hosted inference may shift infrastructure operations to a provider; local inference retains hardware and administration costs. Neither is automatically cheaper.

Use quantity × unit assumption × period, label units and show uncertainty ranges. Avoid multiplying a full annual staff cost by the number of users again. Usage spikes, larger context, retries and agent tool loops can change resource demand. Test sensitivity to volume and reviewer time. This is planning arithmetic, not purchase authorization.

DoD PPBE means Planning, Programming, Budgeting and Execution. Appropriation purpose, period of availability and amount constraints depend on the particular account, statute and activity. Do not determine lawful use from “RDT&E,” “procurement” or “O&M” alone. Continuing-resolution constraints and exceptions require review of the actual law and authorized fiscal/legal guidance; do not claim every new award is always prohibited.

Part 2 Synthetic worked example

Fictional monthly workload: 1,000 summaries at 2 minutes of human review each gives 2,000 minutes, or 33.3 hours. A tool workflow adds 3 calls per summary, giving 3,000 calls before retries. Doubling volume doubles those quantities under these assumptions. It does not tell you which appropriation may fund the activity.

Guided practice: write the tempting conclusion first, then underline the fact that does not support it. Rewrite the conclusion with that limitation visible. Identify one additional observation that would change the decision.

Next step: carry your artifact into team operating responsibilities in lesson 06; retain assumptions and unanswered questions.
